consider two competing bills that could end it. but both are expected to fail. >> also falling victim to the shutdown, the state of the union. >> serena marshall joins us live from washington, d.c. serena. >> reggie, alexis, the president and speaker of the house, nancy pelosi ending a week long showdown that means the president's state of the union won't happen on tuesday much the president agreeing with the speaker of the house not on reopening the government but about his state of the union. tweeting, he'll do the address when the shutdown is over because there's no venue to compete with the history, tradition and importance of the house chamber. the shocking concession by the president after he tried to call pelosi's bluff yesterday. he plans to deliver the address next tuesday pelosi responding with his own letter officially that he can't cancel it. i look forward to welcoming you when the government is back open. >> the president taking a jab at

agencies for a list of p p p affected if this continues into march. thank you, serena. small businesses across the bay area are doing what they can to help furloughed employees. abc 7 news was at a barbershop in san francisco that's offering free haircuts for federal workers. the owner believes people leave her shop not only looking better but feeling better, too. the shop usually charges $50 for a men's cut. it's located on columbus avenue near the transamerica pyramid. employees at san jose airport received food assistance. they teamed up to feed employees impacted by the shutdown. airport staff donated personal care items to support nearly 200 federal employees and their families. senator harris feels for the federal workers who will miss

their paychecks tomorrow. the now presidential candidate spoke last night. >> this is the failure of this administration to pay attention to the fact that we have so many american families who are living paycheck to paycheck and for whom this economy is not working. this economy is not working for working people. >> harris announced she's running for president in 2020 earlier this week. she says a big part of that decision to run was the outcome of the 2016 election. tomorrow she'll visit south carolina, a state with one of the earlier primary elections for a gala. she will formally launch a campaign with a rally in oakland on sunday. happening today, a san francisco taxi drivers getting ready to stage a horn honking demonstration at city hall. they're protesting changes to the legacy medallion. that's the license that makes a vehicle a taxi cab. starting next month, the san francisco municipal transportation agency will ban drivers with legacy medallions from picking up people at the

airport. the new rule gives preference to medallion holders who paid $250 for their license. many are still paying off their loan and facing increasing competition from ride hailing companies. happening today, b.a.r.t.'s board of directors will hear how riders really feel about b.a.r.t. as we first told you earlier this week, b.a.r.t.'s approval rating is at a record low. a new survey shows customer satisfaction is down from three years ago. rider concerns include filth, crime, crowded trains. the board of directors will discuss the results during a two-day intensive workshop that starts today. new tradition toss oakland city council meetings. >> the first one began with a musical performance instead of the pledge of allegiance. ♪ >> that's oakland artist jennifer johns singing a cappella tuesday night. rebecca kaplan wanted to sbich

mountain view, 67% of average to oakland at 80% to the closest santa rosa. that's 17.5 inches of rain. that's 91% of average. we'll have more rain in february. until then, wait until you see the warm weekend. >> thank you, mike. we want to get to breaking news in san jose. police are on the scene of a deadly hit and run. this is a live picture from the scene. it happened at 10th and santa clara streets after midnight. officers say it appears a woman was in a crosswalk when a white van hit her. that driver took off without stopping. the woman was pronounced dead at the scene. if you have any information, you're asked to call san jose police. >> police in sebring, florida plan to release more details following a shooting that left five people dead at a bank. 24-year-old zephen xaver called 91-1 and reported he had fire shots inside the sun trust bank. he barricaded himself inside and

eventually surrendered. they have not released a motive. he's charged with five counts of homicide. he was a former prison guard trainee who quit earlier this month. in today's gma first look, new details about a young woman kidnapped and held captive in boston. victor oquendo has the latest. >> in the gma first look, kidnapping suspect victor pena arriving to a crush of cameras at this boston courthouse. inside the 38-year-old wearing a white jumpsuit crumpled over crying pleading not guilty kidnapping olivier ambrose. >> no objection at this time. >> a psychiatrist telling the court that pena said he was hearing voices. >> your honor, it would appear it has some -- [ inaudible ] >> the arraignment coming just one day after police say ambrose was found alive in pena's

apartment seen here arriving home following a harrowing three-day ordeal. >> we are beyond happy to have livvy home. it's amazing. >> more on the dramatic arrest at 7:00 a.m. i am victor oquendo, abc news, new york. 13-year-old kidnapping survivor jayme closs will receive half of the reward in her own case. the reason, she rescued herself. the teen was held captive for nearly three months. she escaped and was held captive for that time. there was a $25,000 reward offered. jenny o wants to put its pardon of the reward into a -- it's not clear what the fbi will do with the $25,000 that it offered. in the north bay, former walmart employees accused of stealing from the store by

pretending to ring up merchandise. the rohnert park department of public safety released this picture of some of the stolen items. the three were arrested. police say they admitted to conspiring more than $5,000 worth of merchandise. a dozen companies that make the mouthpieces on saxophones and trombones are facing a lawsuit. >> some have toxic metal lead in them. 12 companies and two retailers were mentioned in the lawsuit. they failed to warn of the metal health threat as required by prop 65. the jazz director at marin school of the arts says this is new territory. >> i personally don't think it's a health issue but if there's science behindt i'd like to look at it. >> the center for environmental health worries the cumulative exposure could lead to cancer,

lowered intelligence and delayed puberty. new this morning, if you think staying off social media will help you keep your privacy, think again. online privacy is like secondhand smoke. it's controlled by the people around you. scientists at the university of vermont looked at more than 30 million public posts on twitter from nearly 14,000 users. they were able to predict a person's future behavior and activities even if that person doesn't have a twitter account based on public posts from friends and family. >> what? >> that is creepy. >> oh, my gosh. compared to secondhand smoke is an interesting analogy. >> yeah. >> people are turning to the internet for help when it comes to their careers. it seems they're asking similar questions. >> market watch gathered the most google questions about jobs last year. it looks like many people are unhappy at work. the number one question is, how to quit a job. >> oh, no. >> number two, oh, my gosh. what job should i have?

to nearly 15 degrees above average saturday and sunday as we start to make a run at the 70s away from the coast. still warmer than average. dry all seven days. sue? >> we'll look at this problem with the ferry. the bay ferry has been experiencing some mechanical issues for the last couple of days. the 6:40 a.m. mare island boat to the city, 7:00 a.m. vallejo and the return, 8:15 to vallejo are going to be buses today. there will be people there to assist you to get on and off the buses. sunol grade, north 680 picked up. it's smooth sailing there. we do have debris in all lanes. furniture apparently that's causing some slowing eastbound 580 near 35th. heads up there chp may be doing a break for the roadway. we'll follow that along for you. >> thank you, sue. our recent series of storms brought a big boost to the state's reservoir.

>> january's rains added more than 500 billion gallons of water to key reservoirs. that's about as much as 9 million people use in a year. >> nearly all of them are at or above their historical average. >> an effort under way to save the western monarch butterfly. it faces the threat of becoming extinct. state environmentalists gather in sacramento to take actions to preserve the butterfly's population. environmental conservation group says the population dropped from 148 thousand in late 2017 to the end of last year. >> we're contributing to monarch decline. we have an obligation to try and fix a problem that we've caused. scientists believe the causes for the butterfly decline include a loss of habitat due to urban sprawl and genetically modified crops.

be pushing for a third lane on the upper deck of the richmond-san rafael bridge. >> westbound commuters have had enough with the awful traffic. jobina fortson is live to explain what they're asking for. jobina? >> reporter: good morning. officials are hoping to have something similar to what's on the golden gate bridge. if you check out the situation on the roadway here right now, you can see that we have an open space here on our right-hand side. they want to remove the barriers planned for the bike and pedestrian lane that would be on our right and put them back after commute hours and they want it done soon. a $25 million bike and pedestrian lane is planned to open in april or may according to the marin independent journal. that lane was supposed to undergo a four-year pilot plan. but congestion issues on the bridge have somewhat derailed that idea. transit officials want to cut that pilot program to six months

and get cars into that third lane during commute hours. last year, a third eastbound lane opened and it seemed to bring a lot of relief to drivers in the area. now, the westbound idea is something that's received some pushback from people promoting the cycling and taking the bus. however, on the other side of this, the transit officials are saying if something isn't done about the traffic, that will deter people from carpooling. jobina fortson, abc 7 news. thanks, jobina. the state of the union showdown between president trump and house speaker nancy pelosi appears to be over. >> president trump tweeted he's officially postponing the address until the government shutdown ends. that ends a week-long stalemate. in his tweets, he said i will do this when the shutdown is over. i'm not looking for an alternative venue for the state of the union address. because there's no venue that can compete with the chamber.

i look forward to giving a great state of the union address in the future. the president is backing down after house speaker pelosi told him he wouldn't be allowed to deliver the address in the house. pelosi has said the address shouldn't be delivered while the government remains closed and hundreds of thousands of workers go without pay shex. speaki -- paychecks. they're on the verge of missing another pay chaek tomorrow. people in the bay area are coming forward to help. >> a gas station owner is offering free gas. he owns ava letter owe gas station and plans to give away $20,000 worth of free gas to federal workers. he posted signs about the offer near the pump. >> they are all friends and country men. they need the money, we have to help them. >> that's $50 that i don't have to spend, which is amazing. >> there are no restrictions for federal workers. they can come to the gas station as many times as they want for

students a good education. >> we're on their side.lmtt oakd unified dropd gnifany. ,0 b 88-year-old woman in san francisco will be in court today for arraignment. sfers arrested 18-year-old keonte gathron on saturday after they committed another robbery. the two weeks between the beating and his arrest. investigators are now linking gathron to a carjacking and several robberies. in one of those situations, gathron stole a cell phone from a 14-year-old girl at gunpoint. >> what i can say is his actions speak to somebody that doesn't value human life very much. >> police used dna collected in the attack on yik oi huang to identify gathron as a suspect. they found huang beaten in a park across the street from her

this is a look at our temperatures compared to average. we are above average. we are 61 to 65 degrees today. that's anywhere from 4 to 9 degrees. we still have each waven warmer weather this weekend. >> thanks, mike. a major development regarding alzheimer's research. a doctor says a bacteria that causes gum disease is linked to alzheimer's. researchers discovered the bacteria can invade a person's brain and cause inflammation and neural damage. poor oral health is considered a risk factor for alzheimer's. a drug that stons and reverses gum disease is about to be tested. researchers suggest it might be effective at fighting alzheimer's. tesla is scaling back a price tag at the charging stations. it will cut a planned 30% increase by 10% worldwide. exact prices vary based on the region and local electricity rates. tesla announced the price increase on monday.
